Bribe for luggage/parcel service

I dont remember the date i gave.but i could be sure that its happens still.I was traveling from Karur to Coimbatore and i have put my 2-wheeler (cycle) in luggage/parcel.while take it away from the railway station they said i have give them 10INR.i refused and they didnt allow me to take my cycle and they told everyone pays money as per the goods.they getting money ranges for cycel,byke,everything.we cant take any good without paying them.its the persons who is in-charge over there collecting money in common and they distribute among them self they told.yet i just got my vehicle after big fight without paying anything ,but they took a cloth i used to cover my vehicle.i couldnt able to stop them.after coming out i saw a police officer (may be a constable).so i asked him cant this be stopped.he said he said its happening everywhere.he added that he have only right to make them do what they have to do.but he cant ask them to do it quick.he said he even paid in a mortuary for doing postmortem as the guy delayed a long time to do it.

as far as i understand.if we talk to higher official only thing they say is they need support from Public.
so the basic support at all cases should be from public.even if we take any problem and if public is together everyone will be afraid to do anything saying its public is involved.
that's the power we need to realize.
