Bribe for migration certificate

I had to pay some 1000 odd bugs for getting my migration certificate to be delivered to my host university. Purely because i was in a hurry to get my certificate done the officials took advantage of it and demanded some 1000 odd bugs as mentioned before. Although I was not subjected to any more problems I don't understand as to why should I pay money for some one to make sure he does his work when he is already being paid by the government.
