Bribe for New passport

I was trying to book online for passport appointment and couldnt get dates at all. So I went and stood in the line at secunderabad passport ofice from morning 2.00 in rain.But by 9am, i couldnt get a slot for booking my passport appointment. So I tried to reach out to officers there but no help. Meanwhile a person came up and said if I pay 7000/- then he can push my application directly to the officer without any queue. Since I needed it urgent as i need to take my daughter to USA, I had no choice except to pay the amount. Then I was successfully pulled inside to********** my application.
Another issue, when I received my passport through the mail, the postoffice deliver person is threatening to pay him 500/- to get my passport otherwise he says he is going to send my passport back to the passport office saying it was not delivered. I really got frustrated with the govt ppl and agencies in Hyd and India. In USA no one dares to take a bribe and if at all he tries, he gets 14yrs prision, Recently, the senator in chicago was sentenced to 14yrs prison when he tried to take bribes etc.. The system should change in india too and people should fear to take bribes.
