Bribe for not having PUC

I paid a bribe of Rs 500 at the Airoli turnoff towards Eastern Express Highway while coming from Pune. There are cops stationed there and since that is a major entry route to Mumbai they make hay.

I did not have a PUC as I had just purchased a second-hand car and had not yet got the PUC done. I had all other documentations and papers which I pointed out to the cops including the sale of car papers which had the purchase date, which clearly showed that it was not even 24 hours since I purchased the vehicle. I pointed this out, but obviously it was the 1st of the month and bills had to be paid so they were in no mood to relent.

Keeping in mind the no bribe campaign, I was more than willing to pay a fine provided they gave me a receipt. But they insisted on keeping my licence back...said I would have to come and collect it from Airoli police station, since I live in Pune this was inconvinient for me and I reluctantly paid the bribe, got my licence and got on my way.

I dont understand why authorities insist on confiscating the driving licence for this offence. I was clearly in the wrong as I should have got the PUC done, but I was willing to pay the legal fine for it.

We should have a system where licence can be confiscated only if the fine is not paid. If people are willing to pay the fine, then they should be given the receipt.
