Bribe paid to get simple transaction as getting a VAT number

In spite of following al laid out procedures, Sales Tax department demanded a bribe of Rs. 2,000/- to issue teh VAT number for my business. Rather than saying bribe this is the standard procedure followed by the department. Even though the Vigilence Cell phone numbers are available in the department, the officials openly take bribes shows the effectiveness of the Vigilence. Departments like Sales Tax, Income Tax, Land registration, Motor Vehicle Registration all need dedicated Vigilence cell in the premises going by the amount of fraud that goes on in these offices.
