Bribe paid to luggage handler at the Chennai International Airport

I arrived at the Chennai International airport where I was pleasantly greeted by the a luggage handler who offered to push my trolley. After checking in my luggage, he started demanding Rs500/- for the service. I was surprised as I had not asked him to help me and I thought it was just his job to help passengers. I am a local, but still it left me in bad taste and was left wondering what impression it would have made if a foreigner to our country has to go through this.
