Bribe paid for medical certificate

I went to RTA for my international driving license. I came to know that i need to take the medical certificate. This certificate was issued in the same office. I was asked to pay Rs 50 for the medical certificate even though they didnot test me. I paid the required bribe immediately as I feared for the extreme delay in the services if I didn't pay the bribe
