Bribe paid to pay property tax

The panchayat office people said there was no property details entered so far, that i owed a tax for last 5 years, if i gave a bribe, they would adjust all records.i was shocked.luckily i had paid in cheque for previous 2 years and had taken receipt with seal.i wondered if the previous officer had swallowed all my property tax paid so far?
