Bribe for Passport Delivery

When my passport arrived; unfortunately we were not at home and the postman kept a paper note with the details that passport had atrrived; and please pick it up from post office @ 10-11 AM the next day; but since I was in a hurry; I thought i'll just visit the post office that same evening. The postman started asking for chai pani; and that too in front of all other postal employees (which shows how common it is); and then only gave me my passport even if I had all the relevant documents with me. I didnt like it but had to pay as I want expecting my daughters passport in coming days and didnt want that to be trapped in some unwanted things. It is a mistake from my side that I paid bribe; but sometimes I feel helpless as if I go to the higher authority in the post office as well i know they are also corrupted and things wont move ahead. I just needed the passports and move ahead; as I dont have any thng more to do with the post office. My suggestion to the passport office are:
1. They should have and option to deliver it at home; or by courier.
2. Tele-enquiry at passport office in pune (the person picks up after dailing the number for almost 1-2 hours).
3. The process is not transparent enough.
4. For my 3 month daughter; i applied for normal passport cause as per rules if i dont have my wifes' name in my passport i cannot apply for my daughters tatkal passport. My question is if i am attaching my marriage certificate issues by govt itself; why do they need it in passport?
5. The normal passport of my 3 month baby went through police verification and its been close to 2 months and its still not received. I gave and agent 7000 rs and I got my tatkal passport in straight 3 days. That means there are corrupt things going in background. This should really stop.
