Bribe for passport inquiry

I got phone to go to police station for passport inquiry. I was asked to get there 3 o'clock. When i went there a police man in the office was sleeping. He woke up asked all questions and made us to wait for more than 3 hours eventhough we were asked to reached there at specific time. Then i got sign on my inquiry by police inspector. And a officer who takes care of all forms had asked us to all to some vehvar, in order to finish everything quick. and we all had to bribe 50 rupees.
