Bribe for paying the property tax for the first time

I was not aware that the property tax can be paid by self assessment from first time itself. The revenue inspector came to our layout and was asking for property tax receipts. Since we (Myself & My friend in same area) told him we recently moved and are yet to pay the tax. He calculated and told that you will have to pay 40K and I asked will I get the receipt for the amount, he mentioned you will get receipt for only 10K and rest is unofficial that you need to pay for higher officials else we will not certify ur property tax calculation and you will have to face the consequences. Then after much negotiations he agreed for 15K and handed me the receipt only after taking 15K in cash from me. Later I found in online property tax calulator and provided the correct dimensions which gave me tax of 14675 and since then I am paying online tax. But these guys came and spoke to us in kind of threatening manner and we had to pay the bribe.
