Bribe for police clearance certificate

I went for my police clearance certificate at manak chowk thana. First she was very helpful in work. When everything was done and I was about to leave she asked me for FEES. First I didn't understood what other fees I had to pay for passport but then she told me that everybody has to pay a fees or else they won't process my application. The worst part is that they aren't a little afraid in asking the bribe. They were asking for bribe very openly.
