Bribe to prepare accident report (GD Entry) for insurance claim

I have met with a minor accident and my car was hit. As it was not intentional(the raod was too bad and a gutter made the accident)I requested for a GD entry, without which i can't process the Vehicle insurance claim. I was asked to wait at the police station and once they have prepared it they told me a lot of story that, the document is too important and will take longer time to prepare and blah blah... that was the first time i am going for such a document and i was not sure about what exaclty was it. Then the officer (low rank) came and asked me to "see him properly" to get it done asap. Then i told ok i will "see" him and i hander over Rs 500/- after which the document was ready in another couple of minutes and thus the story ends !!! Then i found that it is nothing but a preformatted document and they just have to edit the name of the vehicle owner and the vehicle detials and shoot it to the printer !!! they should have done it instantly and also free !!! i am not sure whay these people are too hungry for bribe...
