There are multiple offices in Pune to register a Rental Leave and License agreement.
I have done registration several times at the Baner Rd office, Spicer Rd office and at Paud Rd office. In every office, officials working there demand a bribe of about 100% or more of the actual amount that should be charged for registration.
Usually you go in there with an advocate who does payment, right up front over the table for an amount that includes the bribe. There is no "hush hush" payment outside the office - IT IS DONE OPENLY, INSIDE THE OFFICE, AND OVER THE TABLE.
When an advocate does the payment you tend to believe that your agreement may not go through or they will waste your time, if you don't pay up. EVERYONE just PAYS UP. The official charge for rental agreement registration is about Rs 1200 or so, and you end up paying Rs 1500 bribe + the advocate makes money to just cut and paste a regular agreement and for doing minor word processing on the available template.
