Bribe to register my home

Though i bought an apartment from a builder who charged me a sum including registration, i still had to pay Rs. 20000 as a bribe on the D day. Never have felt so miserably about the Country i live in. I mean, its my hard earned money that I have spent to buy my home and despite paying all the taxes and the salary of the public servant, i have to bribe him/her to register my own property? and a fixed price at that? ridiculus.
