I had purchased a property from Bangalore Development Authority (BDA) through e-auction. All transactions with BDA were very clear. The property was registered in the Registrar office located in the BDA premises.
After the property was registered, the (sub) registrar through a clerk, requested a bribe of Rs 10,000 to Rs15,000 to handover the sale deed. When I informed the clerk that I can give only Rs 500, he took me to the sub registrar, who asked me to do something as the property was of high value. Reluctantly I agreed to give Rs 1000 and buy government stamps worth Rs500.
After getting the sale deed another clerk demanded Rs 100 as delivery charges. When asked what is delivery charge, he informed that the sale deed needs to be sent to the another registrar office under whose jurisdiction my site is located.
And another peon (an old man) requested for some tips.
In all I had to shell out Rs1650, which I could have avoided. But the need to get the document or the fear that the document will not be sent to the correct sub registrar office made me pay the bribe.
Though I had decided not to pay any bribe on the day of the registration I could not stand up and succumbed to my fears, for which I am deeply ashamed.
