Bribe for registration of property

A staggering Rs 7500 per apartment is the bribe for property registration here at Hyderabad. the lame excuse is that a big builder (********** constructions) is involved. Every body is matter of fact. I have sent mails to CVC and ACB in Hyderabad but no response. Government is not obliged to respond to emails.
