Bribe to release postal gift pack from USA

I got a toy train set as a gift from the USA. Value of the package was Rs.24,000/- approx

the post manager in Bangalore (post office on Museum Road) demanded a bribe before he releases the package.

He told me he knows its a gift and a toy - the package was partly opened. if i want i can go to the GPO and process this but if I want the package now then he will process it for a fee.

i did not want to risk losing/ damaging the package and thought it better to take it immediately. looking i regret not trying to take it without a bribe.
