Bribe at Taluk panchayat, Gowribidnur

Was looking for living and birth certificate to apply for a passport, approached local officials in taluk panchayat... they told me that it will take a week to get my certificates until unless I feed them some amout. I was in no position forced to pay 700INR to get the required certificates.
