Bribe to TTR

This was on 24th May 2011, I have been traveling from Mangalore to Subrahmanya by train ' Yashwanthpura Express' from mangalore to Bangalore. My travel plan was immediate I couldn't book the ticket but still as soon as I have decided to travel, immediately I rushed to railway station, that is on 23rd May in the evening to Udupi railway station to book the ticket. There I was advised that there is no bookings, I can buy current ticket just before the travel in mangalore on the date of journey. So I started my journey, reached Manglore railway station 45 minutes earlier to scheduled departure and bought two ticket for rupees 64/- . when I went to unreserved compartment it was jam packed. Since my father is 74, I thought of not to travel in unreserved bogie, so just boareded at reserved bogie. Before that I have tried to check the chart to find out is there any seat vacant till Subrahmanya so that I can occupy those seats and pay reservation charge directly to TTR. Unfortunately the chart was never up on the compartment till trail leaves the station. When TTR asked for the ticket I have showed my current ticket where he told me to go to unreserved compartment otherwise he ask me to pay Rs 160/- ticket as reservation fee which I am very sure will not be so much since the travel charge is only 32 rupees. when I know the weakness of TTR, asked him to adjust little , he immidiatly told me to be seated and later he came back and ask me to pay 150 as bribe, which I refused and paid 100 rupees. Here I will blame the system. Why Railaways has to issue even if current tickets more than the what is available? why chart has been not displayed till train leaves the station so that I can argue with TTR that the seats are available why he is not allotting? and not revealing reservation charges anywhere.
