Bribe for vehicle ownership transfer with all perfect docunents!!!

I applied for a vehicle ownership transfer at Bangalore Rajajinagar RTO office on the 2nd week of Oct, My documents were perfect without any shortfalls, the agent said to pay up Rs 500 extra which needs to be paid to the officer inside the dept to clear the file else the file ********** stay there forever or the new smartcard can get misplaced in courier, later dont blame us, so i ended up paying Rs 500 and got my smart card delivered to me directly instead of couriring it to my address, this is a serious violation of the RTO procedure.
The highly corrupt officials take help of middlemen in this scam, first thing is to get the touts vacated from the Rajajinagar shopping complex area, they call themselves as insurance agents but work for these officials.
I was surprised to see my agent who is a outsider went inside the RTO document room, located the file and carried it to the clerk and got the job done, this outsider knows the location of every file and its location inside the document room !!!!! how come a outsider is allowed inside the record room in the first place.
I request the Transport commissioner to seriously look into this and get these touts away from this place and make RTO's more transperent to the public.
