Bribed 300 for Birth certificate in madurai

Hello sir, Today (06/Nov/2014) I went to Madurai Coraporation office located in GoriPalayam, Madurai for obtaining birth certificate for my daughter.
I know the government charge for birth certificate is 30 Rs. but I paid 300 Rs as they asked me to give. ( they are bribing 150Rs for one copy of birth certificate)
Initially I have told them the actual government charge is only 30 rs, but they didnt bother anything what i said and they strictly stayed on 300Rs..
I dont that lady name (she is black and fat) who bribed me.
No other way, I have paid it as i need my daughter's birth certificate urgently.
