This is an old story. I had applied for an education loan from a nationalised bank to pursue my higher studies abroad. The bank required a No Objection Certificate or some such document from the sub-registrar and the bugger refused to provide me one unless i paid him Rs2000. He said 'Madam, you can choose not to pay and not get the document". Dead end.
