Bribed for getting birth certificate for my daughter for getting it in 2 days

Went to apply for birth certificate. Also wanted few more copies of the certificate and early as I had to apply for passport for my daughter. Due to urgency and also more copies, the official demanded and I had no choice but to pay him of what he demanded. Surprisingly, after paying, I did not receive the certificates as promised. I called the officer after 3 days and he said - You are chasing me just becuase you have paid money to me. So I had no choise but to wait and finally got it after the 5th day.
