Bribed for getting an Electicity connection

I am constructing a new house and wanted to get an Electricity connection. My builder came to me and said that it would cost 15000 rupees to get the connection (Rs.2500 for the connection and rest for the bribe to the EB officer). Since I am living overseas and not having people who are ready to make several trips (if no bribe, they'll make you to come to the office several times until you realize that you cannot get it done without money), I have agreed to pay Rs.15000 to the EB officer.
