Bribed for getting Non Agriculral (NA) certificate for land which is developed for town developement.

I bought land from town developement authority. Which in turn supposed to be a Non-Agricultural land.
The Town developement authority inistied that i should get NA certificate from Collector Office of Pune.
To get NA certificate officers at Pune Collector office asked me Rs.4000. Which i paid.
