Bribed the sales tax department

I went to the sales tax office with all the intention of not paying a bribe. They made me literally run to 4 offices saying they dint know under who's jurisdiction my firm comes under. After 2 weeks, I was frustrated and hired a sales tax consultant. The first thing the office assistant asked him was if I gave him the "matter". Even after that, when the ACTO, Mr.******* came to visit the premises for an "inspection" (i later found out they do this to determine the bribe amount), asked the consultant for 5000. The consultant had agreed for 3000. So a week later, he issues the certificate to me after collecting the bribe of 5000 for himself and 1500 for the office staff. I now am looking forward to filing my returns. Since I know how the office works, I also know I need to bribe them to click an accept button when I file my return. Furthermore, I need to pay them extra for endorsing my yearly returns. There seems to be no way to avoid this.
