Bribery for flat registration

It's almost mandatory to pay bribe in that office if you have to complete the registration process of your flat without hassle. They literally threaten you that if you do not pay Rs 5000, you will have to visit us many times, so better pay Rs 5000. I wonder how much money they make from bribe in a city like Pune where at least 100 flats might be getting registered every day. I am sure these corrupt people can not prosper with this money.
