Thanks to the state govt. in Kerala who introduced a ban on middle-men acting as agents in RTA offices who takes bribe and distributing among the benefactor officials. However, the practice is still on in all RTA offices and is done very public. These bribing cannot be brought to attention as officials are not directly getting it from the public. The agent decides the amount, collects and gives to them. Is there a way to stop this menace. I didn't see the statics of Kerala in your list, however, Kerala might stand one among the firsts or seconds.
