Chai/Pan kharcha 10000 for your passport, no question asked

My valid passport had been damaged by spilled coffee, so I applied for renewal at Bhubaneswar under the Tatkal scheme paying extra 2500 fees. I had been newly married and wanted to join my husband in the US. The clerk asked for 10,000 extra for chai/pan kharcha for next day service. I refused. So they said it will need police verification. A month passed and no progress. Finally, I negotiated 6000 and got the passport the same day. Three days later a local police came to my house to verify my address!
