Charge for issue of Birth Certificate

There is awareness through TV , Newspaper media etc encouraging the registration of Birth and it says clearly that the registration is free of cost. I recently had been to a BBMP office in Bangalore for registering the Birth of my child. The lady in the office has asked Rs. 150 for two copies of the certificate, and another guy who was charged Rs 300 who wanted more copies.
