Chennai Tambaram Municipalities Property Tax Bribe

I Paid a bribe amount of Rs.8000 through our flat builders to the Tambaram Municipalities for paying first time Property Tax. Our Builder collect Rs.80000 through all our flat owners (10 houses in our flat). Without paying bribe the Tambaram Municipalities are not allowing the first time property tax to be paid. It would be helpful if any new process come to avoid such issue.
