Compensating lower salary of police officials

I know the process verification is that the someone comes from police station to your home and does the legal verification and gives his report to passport office. But now a phone call comes from police station and you have to visit them for passport verification.
Its like written rule that for every passport verification you have to pay Rs 200/-, and its not seen illegal. The money was paid by my previous person, so I also had to pay and the person after me will also pay. This money is given and taken very openly as these are the fees for police verification.
