COMPULSORY bribe for personal verification for passport.

As a procedure to procure passport, I went to police station in Kalyan (by rule a police officer has to visit applicants place to verify his location etc.) The police officer did not care to verify the authenticity of 2 witnesses that I took along with me. He just noted down their names and age, without any proof. Then after verifying all my legal documents, he asked me for -FEES. I told him that I have paid the official fees to passport office and I dont have to pay anyone else. Hearing that he told me to go to passport office and get my work done. If I did not give him fees, he said that my passport may come after 3-4 months (which usually should take maximum 15 days after verification).He insisted that I pay him bribe, shamelessly/daringly in front of everyone. Seeing myself in helpless position, I offered him 100Rs. but he refused to take it and asked for more. Then finally I had to pay him 200Rs. to get the work done, as I feared that he may misplace my file and I would have to go through the complete process again!
