Conductor allowing passengers to travel without tickets

The bus tickets for me and my friends summed upto 72 rupees, but the conductor instead asked us to pay 50 rupees without taking printed tickets. We knowing the gravity of this issue declined the offer and paid the complete amount.
This type of allowing passengers to travel without tickets is very rampant in Bangalore and I have experienced it many times. I think one of the solution for this is sensitizing conductors about how the government is loosing by their misdeeds.
This particular incident happened on bus number 378 and we traveled from Electronics city to Concorde Cuppertino on 11-11-2015.
