Conversion of Leasehold plot to *******

I applied for conversion of a plot from leasehold to freehold. After doing so, I got in touch with the section officer in GA Department, Orissa to check the progress of the request. He gave me many reasons on why the conversion can't be done. I let him know that I have provided him all the documents that were asked in the application form. He told me that the documents were of no use. Finally, he gave me his number and asked me to ********** him outside of office. This is where he asked for a bribe of INR 5000 of which I gave him INR3000 as advance. Worst part is after taking the bribe he started ignoring me. Later I realized that this person is a govt officer who is good at taking money from people and cheating them.
