Cop changed the rules of police verification to demand more bribe

I completed my b.tech in 2010 June and i applied for passport in 2011 July.
in the application, we are required to specify the address we were the past 1 year.
The cop who came to my house for verification said that he needs to verify where i was for the past 2 years and that the application needs to be sent to Hyderabad for verification and that it would take at least 2 more months, whereas according to the application, i need to provide the address of my past 1 year stay.
He told me to come to his house later in the day and when i and my father went to his house, he took 1000 rs for my application, and 500 Rs each for my father's and mother's passport application to clear the police verification stage.
