Corruption to get Legal Heir Certificate

My father had expired on 16th Nov 2003 and i had no clue about to collect the legal heir certificate.
I enquired few elders in my locality and they told me to go to the Thasildar office and apply for a legal heir certificate with the necessary documents. Even to apply for that was difficult. The reason most of the so called Nawabs / Maharani's who work in those public offices, come to office very late and you cannot find them in their seat because they are busy chatting with others or doing their own personal work.
If you were lucky and you met somebody, you are supposed to take his appointment to ********** at 3 PM if you had met him at 11 AM in the morning... More to this at every stage to move the documents you have to pay the brokers who are the office boys.
The sad part of the whole episode is when the Thasildar asked to come to the guest house at 7 AM in the morning and told me that he will sign it, if I give him 500 Rs. I had paid 1500 Rs. to clear all tables and get the legal heir certificate.
I could have fought the battle of not paying and getting the documents, but no one close to me had a clue about what are the procedures to apply and get the certificate. Most of them warned me saying, even if there is a rule book no government department follows that and they have set their own corrupt standards to function. This incident which happened to get a legal heir certificate is the worst that corruption can lead to a common man. As our family had not even come out the big blow that we had because of my father's demise.
