Corruption in RTO off

I went to RTO off bidar for driving lisence and i had all my vehicle documents then also the rto officer told me to bring the related documents and if we go through broker means they wont ask anything,bcoz they ll get commission from them. and next day i went and i cleared the examination and the officer didnt sign on my file and i went to home. after half an hour i got call from rto office they told me to come to office and i went, and one of the employee of rto told me if u want to get sign on your file give me 300 otherwise we ll not pass your file, so that i had paid the amount. if we go through agent then only we get lisence otherwise we wont get..... maximum bidar districe govt offices is full of corruption... plz take action against them....
