Corruption to get license to posses and consume liquor in Gujarat

There is no chance to get liquor license in Surat, Gujarat without involving agents in between. These agent charges a lot of money which indirectly they pay to the upper level officers. The officers doesn't directly asks for bribe but they don't provide form by telling that they are out of form or may provide many other excuses but the do not let us do the work ourself. They force us to involve agents in between so that they get their commission. And all the agent seats right outside their office in the government office itself.
Incident took place in Surat Bahumadi, 7th floor
