Custom tax on imported laptop

I traveled to US with a personal laptop. While leaving India, I asked customs officials to provide a document saying that I am taking it from India, so that I don't need to pay import tax when I return. Custom officers denied to provide the document saying that it is not required. When I return from India custom officers asked me to pay Rs. 20,000 as income tax on the laptop I took from India. I argued with them for 2 hours, finally paid Rs. 2,000 bribe.
