My wife and I went to the Registrar of Births and Deaths office in Bangalore about ten years back to get a true copy of the Death Certificate of my father-in-law. The clerks there would not move a finger and would act as if we were not present there, looking elsewhere. When I started to flash a wad of Rupees, I got their attention. We had to bribe the peon, the clerks and the officer who signs the Death Certificate to get the Certificate on the same day.
