Delay in re-issuing passport for a minor

I applied for re-issue of passport for my 17 year old daughter on 11th June.

I followed up with the Chaturshringi Police Station, Pune to check if the file had arrived for police verification after two weeks. There was no response. On my next visit, the file had arrived. I had brought with me one witness to vouch for my daughter's identity as required by the procedure. I was asked to take an action to expedite the file movement. I paid Rs. 500 to the personnel sitting in the office, right in the office, hoping that this would be sufficient to move the file.

When I enquired again at the Police station after six weeks of application, the file had still not moved. Since, I needed the passport urgently, I approached an agent to help me out. He made the enquiries and asked for further Rs. 4500. As per him, Rs 1500 would be paid at the Police Commissioner's Office and and Rs. 2500 at the Passport office for them to take prompt action. Rs 500 was his fee for facilitating this transaction.

I received the passport after 75 days of application although as per Service Level that is mentioned on Passport Website, for a minor it should be less than 60 days. I am sure had I not paid the grease money, it would have taken 100 days.
