The delayed delivery of passport

After the usual procedures in the passport office,where I submitted,it was supposed to go to the police for verification.That kept on lying there for about 4-5 months. I knew they needed some money to move the file,but I resisted myself from giving in. Atlast my brother-in-law gave some money at 2 tables before it got cleared to move to the local police station (khandagiri police station) at Bhubaneswar,where again I had to give a small amount for the passport to be handed over.
