Delhi police - Bribe for no PUC certificate

During the Common wealth games a Delhi Police constable stopped my car asking for registration documents. After I submitted my License, RC copy etc he asked me for a Pollution Certificate of the car. I asked him if it was in his jurisdiction as the same was covered by the Traffic police and not the regular Delhi Police whose primary aim is to safeguard people & maintain Law & order situation. He said no it was well within his purview and asked for a bribe of 1000. Finally the amount was settled for 500. It was a surprise as it was beyond the role of Delhi police to ask for a pollution certificate
