Demand for bribe at ********* Govt hospital

On 13th August 2012 I visited Govt hospital Yelahanka for a medical report for renewing my driving licence since i was asked to produce only the medical certificate from a govt doctor at RTO Yelahanka. The assistant demanded Rs 100 for payment to doctor. When I questioned and asked a receipt the fellow gave back the money and asked me to contact the doctor direct. Accordingly i contacted the lady MO for eye who not only checked my eye sight gave the certificate and demanded Rs 100. But I demanded a receipt for which she told me to credit at room no 18. But the fellow in room no 18 refused to issue a receipt and hence i returned. But the problem is everybody pays the doctor when demanded. At least there will be 500 renewals per day and what is the amount collected by a govt doctor per day only on account of issuing medical certificate for RTO. Why cant the RTO eliminate this proceedure as a person who cannot see cannot go to RTO at all. leave alone driving the vehicle. Why cant the MLA and corporator post some decoys and eliminate corruption in Govt hospitals.
