Didn't get the refund despite paid 8000 for 40000 odd refund

The ITO to whom, I had been going for last 2 years for my refund, asked for money and promissed for cheque in a months time. He retired before that. When I called him, he would disconnect the call. I have not got my refund till date despite paying bribe.
