We thought of doing the mandatory 25% construction on a plot we have in Gurgaon. The plot was reaching 15 yrs from possession and thus it became critical to do the construction.
Right from getting the plan passed to every small step. ********** is neck ********** in corruption. There is a single window, however that ********** will point 100 issues when you approach him. And no solutions. However, as soon as you find a tout, all those issues disappear. The tout makes money and gives the cut to the ********** and all is fine after that.
The rules are not clear, and worst of all is that corruption goes uptil the top. Even if you reach the top officer, he repeats the words of the **********.
When we filed for completion, we were returned 2-3 times by the single window **********. Finally found a tout paid 500 Rs and all was well. file accepted. Now we have been told that for the for the completion to be given the minimum bribe is around 0.5 to 1% of the cost of your plot. Incase you do not pay the same, they can close your file, making you to go through the entire filing procedure again. To make matters worse, the sewer connection is also not given until the completion is given by **********.
