I had to pay bribe when all my documents were correct and best to what was the requirement , but they tried to call me again and again for verification. I being a student reported every time ...
Finally when there was no chance for them of not allowing me for a domicile certificate , they told me directly that " you ought to pay for inquiry ". And demanded cash since i already had much time ( about 3 months) spent on the process , and it was needed for the time being , I had to pay the bribe.
