Donation for getting passport verification

Its 5-6 times that i visited to the police station for my passport verification. after which the officer demanded me for a donation to be made before verification, and after paying the Rs. 1000/- donation he supposed to provide me an receipt of it but he didn't. So he told me the truth of the kind of donation it is. the passport costs me double of the charge.
